причины неэффективности и приняты меры, в
том числе административного характера, с це-
лью повышения использования земель сель-
скохозяйственного назначения в них.
Таким образом, после проведенного ана-
лиза можно определить влияние факторов и
основные направления повышения эффектив-
ности, на которых необходимо сосредоточить
внимание, оказывая влияние на один из фак-
торов имеющих прямую или обратную связь с
результирующим показателем.

ANALYSIS OF THE EFFECTIVENESS OF THE MANAGEMENT OF LAND RESOURCES
IN THE REGION ON THE BASIS OF THE METHODOLOGY OF INTEGRATED (CLUSTER) ZONING
OF TERRITORIES (FOR EXAMPLE, AGRICULTURAL LAND)

In the land administraƟon system, it is necessary to develop theoreƟcal and methodological provisions for an effecƟve land management system, including and on the
basis of a scienƟfically based zoning system. Zoning of territories should be considered in several aspects: as a legal insƟtuƟon, as a mechanism for regulaƟng economic
and other acƟviƟes and as a funcƟon of management. From the point of view of the laƩer, incl. while providing informaƟon support to the process of managing the
land and natural resources of the region, taking into account its regional peculiariƟes, it is necessary to use tools that allow organizing or visually combining the exist-
ing heterogeneous data into visual informaƟon allowing to make an effecƟve management decision at the regional level. The authors formulated the main stages of
the implementaƟon of this type of zoning of the territory for agricultural land in the Orenburg region, the collecƟon and grouping of informaƟon on the objects of the
invesƟgated region and clustering based on the calculaƟon of the economic efficiency factor was carried out using a GIS system a map of the selected clusters was con-
structed. It is necessary to understand that the composiƟon of the factors, their influence in each region may be different, therefore this list of factors is open (due to
the presence of regional peculiariƟes) and should be determined in the implementaƟon research of a specific region. Based on the results of the analysis, 14 research
objects (administraƟve districts) were found to be effecƟve in the cluster of the Orenburg region, eight effecƟve objects were in the cluster, 13 regions were classified
as inefficient and criƟcal according to the analysis results. Obviously, the region’s top priority should be focused on the objects from these problem clusters, the causes
of inefficiency are analyzed and measures are taken to increase the use of agricultural land in them.
