подсобных хозяйствах [10], является еще од-
ним свидетельством близости завершения
периода острой конкуренции между сельско-
хозяйственными укладами. И в этой ситуации
именно кластеры имеют все шансы стать той
формой интеграции в АПК, которая позволит
в полной мере реализовать потенциал про-
довольственного импортозамещения на ос-
нове единства конкуренции и кооперации,
формальных и неформальных отношений и
сохранения баланса интересов.

IN AGRARIAN AND INDUSTRIAL COMPLEX

The theoreƟcal and applied aspects of realizaƟon of cluster approach in pracƟce of state regulaƟon of agrarian and industrial complex are considered in the arƟcle.
The research objecƟve consists in the analysis of compliance of pracƟcal acƟviƟes of insƟtutes of regional development to theoreƟcal ideas of essence and specifics of
clusters as hybrid forms of the organizaƟon of economic acƟvity at the mesolevel. As a methodological basis of a research synthesis of the tradiƟonal theory of cluster
development with the theory of insƟtutes and insƟtuƟonal changes is used that allows to add essenƟal signs of cluster structures. The method of a research is based
on inducƟve approach to the analysis of network structures and regional insƟtutes of cluster development in agrarian and industrial complex of the Tambov region.
The major factors defining low efficiency of cluster policy in regions from which methodology problems are especially disƟnguished are revealed. Rather known signs
of clusters, are complemented with a number of the condiƟons necessary for self-organizaƟon of agglomeraƟons in network structures of cluster type. On the example
of a beet sugar subcomplex the problem of a discrepancy of real zones of a clustering with formal borders of agrofood clusters reveals. Results of the analysis confirm
argumentaƟveness of technological approach in a research of clusters at which strict differenƟaƟon of cluster structures and economic agglomeraƟons isn’t provided.
Authors come to a conclusion that the limitaƟon of list of parƟcipants of agrofood clusters in the territory of the Tambov region, asks about achievement of criƟcal
mass of economic agents and giving of subjecƟvity to them as necessary condiƟons of self-organizaƟon of cluster structures. In this regard it is recommended to pay
aƩenƟon to clustering potenƟal in the agrarian sphere which is kept by small economic forms.
