или нового освоения, которые бы напря-
мую способствовали реабилитации и раз-
витию территорий.
Проблематика проектов регионального
экономического развития должна рассматри-
ваться с точки зрения формирования и ис-
пользования социально-экономических ин-
струментов, повышающих иммиграционную
привлекательность региона одновременно с
обязательным созданием условий для сниже-
ния оттока коренного населения.
Все это включается в разработанный уче-
ными-экономистами Инновационный про-
ект регионального развития (ИПРР), который
должен являться элементом реализуемого
стратегического плана регионального и ми-
крорегионального развития. Важнейшими ха-
рактеристиками ИППР являются стратегиче-
ские типы занятости и перспективные типы
поселений, которые вместе образуют нерас-
торжимое единство изменения жизнедеятель-
ности людей, определяющих их желание жить
и увеличивать численность семей. Взятые от-
дельно друг от друга — жилье без предостав-
ления рабочих мест с высокой зарплатой и, на-
оборот, рабочие места с достаточным уровнем
оплаты труда и отсутствием социальных усло-
вий для комфортного проживания — созда-
ют риски социально-экономического провала
любых проектов регионального развития.
Подобный экономический подход обеспе-
чивает взаимосвязь проблематики иннова-
ционного проекта регионального развития
с задачей проведения активной политики по
стимулированию иммиграции в целом.

REGIONAL FEATURES OF FORMATION AND DEVELOPMENT OF HUMAN CAPITAL
(ON THE EXAMPLE OF THE AMUR REGION)

In the context of modernizing the Russian economy, improving the management of human capital as a determining factor and a necessary condiƟon for the acƟvaƟon
of innovaƟve development is of parƟcular relevance. The formaƟon of the human capital of the region in modern condiƟons is completely determined by migraƟon
processes. Today, the pace of socio-economic development, increasing the effecƟveness of regional proporƟons of development and living standards of the popula-
Ɵon, improving the social climate and demographic situaƟon, the effecƟve formaƟon of regional human capital are completely dependent on the regulaƟon of migra-
Ɵon processes. Studies carried out in the Amur Region showed that migraƟon growth was developing according to an exponenƟal trend with a tendency of constant
weak decline — on average annually by 0.11%, and natural growth was developing along a polynomial trend with a slowdown growth trend averaging 0.5118 pro
mille annually. The tendency of natural increase in the populaƟon of the Amur Region for 1992-2016. characterized by a deceleraƟng decline on average annually
at 0.6945 ppm, and migraƟon loss — a slowing growth on average at 2.4072 pro mille annually. Given the preservaƟon of the idenƟfied trends, by 2030 the natural
increase in the populaƟon of the Amur region can reach 17.1 pro mille, and the migraƟon loss — 43.15 pro mille. The migraƟon loss of the populaƟon at this level
was observed in 1992. The revealed tendencies show that, provided an effecƟve state social and economic development policy, the human capital of the region may
not only preserve but also effecƟvely form and increase. Obviously, under current condiƟons such a policy is not available, as evidenced by the steady decline in the
populaƟon in the Amur Region.
