Названы меры по преодолению недостатка средств при строительстве дорог. Определены

особенности муниципальных программ развития сельских территорий. Рассмотрены

источники финансирования дорожного строительства. Определено значение Дорожного

фонда и трансформация его деятельности. Рассмотрены источники финансирования расходов

Дорожного фонда Пермского края в 2016 году. Определены особенности государственной

программы «Развитие транспортной системы» в Пермском крае. Проведен анализ результатов

проверки Счетной палатой эффективности субсидирования дорожного строительства в

сельской местности. Сделаны предложения по совершенствованию механизма

субсидирования строительства сельских дорог.

Annotation:

The article deals with the problem of state support of road construction in rural areas. The

objectives of the study are: 1) to consider the importance of road infrastructure in rural

settlements; 2)to determine the provision of rural roads to the population and enterprises; 3)to

find out the effectiveness of state support for road construction in rural areas. The features Of the

strategy of sustainable development of rural areas of the Russian Federation are considered. The

factors determining the standard of living are considered. Defined by the territorial peculiarities of

the Russian Federation, which determine special importance of the transport infrastructure. The

concept of infrastructure is specified. The value of engineering infrastructure is named. The role of

road infrastructure in economic development and improvement of living standards is considered.

The influence of rural roads on agricultural production is determined. The analysis of provision of

rural settlements with Federal roads is carried out. The difference between the development of

road infrastructure for areas with different levels of development. Restrictions hindering the

development of rural roads are named. The condition of increase of mobility of rural population is

considered. weak financing is defined as the main obstacle to the implementation of the main

priority Of the program "Accelerated development of rural areas for 2014-2017 and for the period

up to 2020". Named measures to overcome the lack of funds in the construction of roads.

Features of municipal programs of development of rural territories are defined. Sources of
