ROLE AND EVOLUTION OF AGRICULTURAL COOPERATION:
EXAMPLE OF FINLAND AND INDIA

In XX century Russia passed through dramaƟc poliƟcal and economic transformaƟons. For this reason in Russia there is no developed cooperaƟve sector, in compari-
son to Western Europe or America. Agricultural cooperaƟon in Russia is undertaking “catch-up groth”, so internaƟonal experience may be very useful for Russian
specialists. The arƟcle deals with the experience of agricultural cooperaƟon in the countries with different social and economic models. In Finland cooperaƟon has
undergone classical European way of joining independent producers together with minimal government parƟcipance. Inversely, in India cooperaƟve development is
closely related to government acƟons. Finland is considered to be one of the most “cooperaƟve” countries in terms of parƟcipaƟon in cooperaƟve movement. 84% of
its populaƟon are members of at least one cooperaƟve, an average ciƟzen is a member of two cooperaƟves. The most usual and large are consumer (retail) and credit
cooperaƟves. In agri-food sector cooperaƟves play very important role in producƟon of meat (77%) and milk (97%), and also in Ɵmber industry (120 000 members,
38% of the market). There are such huge corporaƟons as Valio, Atria and HKScan. Finnish cooperaƟves do not get any essenƟal government aid or preferences. India
is also can be treated as a country with large cooperaƟve sector, in terms of its scale. There are about 600 000 agricultural cooperaƟves with 240 million members.
The largest cooperaƟves are in credit sector (43% of the market), in producƟon and supply of ferƟlizers (36%), in milk sector (50%). Agricultural cooperaƟon in India is
government-regulated to a large extent, through NaƟonal CooperaƟve Development CorporaƟon, which provides financial and legal support. The main problems of
agricultural cooperaƟon in India are low technical level, lack of qualified staff, excessive administraƟve regulaƟon.
