без чего невозможен объективный анализ процессов, происходящих в отрасли и разработка эф-

фективных оптимизационных рекомендаций. В целях повышения эффективности сельского хозяй-

ства и кормопроизводства необходимо разумное использование земельных ресурсов, оптимизация

структуры размещения сельскохозяйственных культур и др. Результативность сельского хозяйства

и кормопроизводства в значительной степени зависит от уровня развития аграрной науки и степе-

ни использования её разработок.

The Federal State Scientific Institution "Siberian Research Institute of forages" published a new mono-

graph: Kashevarov N.I. "Problematic issues of agriculture and forage production". The paper uses exten-

sive scientific, statistical and expert materials Siberian Forage Research Institute, and other scientific in-

stitutions as well as of free access Internet information on the problems and ways development of agricul-

ture sectors. In the 1990–1998 it notes the rapid disintegration process of agricultural production in Rus-

sia. On 1/3 decreased production index in general for agriculture, 49.1% in animal husbandry and by 25–

30% in crop production. Much attention is paid to the Siberian region whose potential is huge. The area

of Siberia agricultural lands – 52.3 million hectares, per inhabitant it accounts for 2.2 hectares of agricul-

tural land, including 1.0 hectares of arable land. Of the total area agricultural land arable land occupies

48%, pastures – 33%, hayfields – 16%, fallow – 3%. Factors instability of forage production are ignoring

the science-based systems development of branch, sharp reduction in the volume of fertilizer application,

decommissioning of irrigation and drainage systems, cessation of work with natural grassland, increase in

the proportion of old-growth perennial grasses on arable land, sharp reduction silage crops areas, destruc-

tion seed production system of perennial grasses, gross violations of the workpiece and storage technolo-

gies feed, unsatisfactory level of resource support sector, lack of staff in all sectors forage production,

lack of statistical data on forage production. Without these data cannot be an objective analysis of pro-

cesses and effective optimization recommendations development. In order to increase the efficiency of

agriculture and forage production necessary reasonable use land resources, optimization structure place-

ment agricultural crops and other. The agricultural and fodder production effectiveness is largely depend-

ent on the level of development agricultural science and the degree utilization its developments.
