K a l i n i n President of the All Russian Central Executiv Committee. Auf der neunten session der Soviets stiessen die Dele- ,цчег1еп des Arbeiterrusslands vor allemauf die wichtigen bVagen der Entwicklung der Produktivitilt unserer Landwirtschaft auf Grund wirtschaftlicher Berechnung u. Vorteil. Es hiess der sich unter den neuen Staatsverhaltnissen entvvickelnden Landwirtschaft eine mdglichst gunstige Basis zu griinden uin ihre kiinfuge Bliite zu erziellen. Ungeachtet dessen, dass wir auf der Ausstellung alle l.ucken unserer Landwirtschaft offen zeigen und bekennen — wollen wir sie moglicliat belehrend u. anregend in all dem wirken lassen, was den oekonomischen W uchs u. Maclit unserer Republik befordern konnte. In der Gewissheit, dass unsere Landwirtschaft u. unser Markt bei der Losung der allgemeinen okonomischen Fragen init der Volkswirtschaft des Auslandes ein Ganzes bilden— fordern wir die Auslander auf an der W iederherstellung unserer Industrie teilzunehmen u. eine thatsachliche Verbin- dung des landwirtschaftlichen Russlands mit dem industriellen Westen anzukniipfen, was unserer Ueberzeugung nach nur zu (uilisten beider Teile ausfallen konnte. Сознавая это, IX С ’езд Советов постаношл проьеат! Всеросаийскую Се льеко-Хозяй­ ственную и Кустарно-Про.м1>1шленную Выставку 1923 года с Иностранным Отделом. Для крестьянского хозяйства, разви­ вающегося геперь в новых условиях советского строя, необхо­ димо заложить основу будущего расцвета этого хозяйства. Только на такой основе возможно разнитие нашего земледелия. Выставка явится смотром и учетом наших сил и возможностей. Увидев на Выстав'Ке современное положение всех сельско­ хозяйственных отраслей в сочетании их разнообразн1)1х проявле­ ний, Центральная Рабоче-Крестьянская власть окажется в состоя­ нии точно учесть недостающие технические и экономические ме­ роприятия сельско-хозяйственного значения. Вместе с тем Совег- ская власть даст устраиваемой Выставкой каждому сознатель­ ному рабочему и крестьянину воэможность взаимного обмена накопленным хозяйственным опытом, иначе говоря, той само­ проверки, которой недостает нам в настоящее время. Мы не за­ крываем глаза на наши промахи и не;дочет1>1 и в указанном отношени1И. Показав на Выставке дефек1ы нашего сельского хозяйства, мы придадим ей наиболее поучительный и побуди- 'гельный характер в достижеииях всего того, что помогает росту экономической мощи Республики. Мы сознаем, что наше и нностранное хозяйство, наши и иностранные рынки, соста­ вляют одно iteaoe в вопросах миров1>1х экономических явлений, Mi)i понимаем необходимость смычки земледельческой России с пром11Гшленн1)1м Западом. При этом мы твердо уверены, что Вы­ ставка лишний раз покажет иностранцам, что экономическая связь с Россией для них не менее необходима, чем для нашего хо­ зяйства связь с Европой. Зная все это, ВЦИК стал во главе Вы­ ставки, как государственного мероприятия исключительного зна­ чения, и я, и мои товарищи по Президиуму, а равно и все члены ВЦИК-а, сделаем все, что зависит от нас, для того, 4 To 6 i>t Вы­ ставка была осуп(ествлена с полным успехом. II est indispensable de poser les fondations de la prosperite future de la vie rurale en train de se developper dans les nouvelles condition crees par le regime des Soviets. Ce n’est cju’en s’appuyant sur de tels principes que le progres de notre agriculture demontrant peut etre attaint les cotes faibles de notre agriculture a I’Exposition, nous lui prete- rons iin caractere d’autant plus instructif et stimulant, dans tout ce qui peut contribuer a I’accroissement de la puissance econom ique de la Republique. Nous rendant com pte que notre agriculture et ragriculture etrangere, et que notre marche et les marches etgrangers ne font qu’un dans les questions de Teconomil mondiale, nous invitons les etrangers a collaborer avec nous au retablissement de notre Industrie et du lien de la Russie agricole avec I’Occident industriel. Nous avons la con vic­ tion que FExposition prouvera une fois de plus aux etran­ gers q ’une union Economique avec la Russie leur est aussi indispensable qu’a nous. Le Comite Central Executif desSoviets s’est mis a la tete de FExposition, soulignant ainsi I’impor- tance capitale de cette entreprise pour FEtat, moi et mes camarades du Presidiume en commun avec tons les membres du Comite, ferons tout notre possible pour le succes com plet de FExposition. The question of increase of the productive pow er of agriculture has arisen in its full pow er before the representa­ tives of the w orking classes of Russia. W e are met with an urgent necessity of laying a firm basis for the further deve­ lopment of agriculture in the new conditions of the Soviet R e­ gime. W e realize, that the foreign & Russian markets are parts of a sole body in the universal econom ic life. W e invite foreigners to participate at the restoration of our indu­ stry & to assist us in caiT 3 dng out a union of agricultural Russia with the industial W est. W e are firmly convinced that the Exhibition will prove once more to the foreigners that the econom ic relations with Russia are as much important for them as they are for us. Therefore the All - Russian Central Executive Commitee has decided to head the Exhibition, which considers to be a governmental measure of an exclusive importance. I and all my fellow-members of the Presidium as well as the members of the All-Russian Central E]xecutive Committee will do all we can for the success of the Exhibition.
